Hiring A Web Designer
I plan on creating a complex type of website that envolves users to become interactive, for instance youtube and myspace. If I wanted to hire a webdesigner to build something as complex as that is it possible to do so?

Definitely.
You can probably find a freelance programmer at rentacoder.com. I am also confident that there are website design firms who offer these kinds of services.
It depends on how extensive the project may be, the cost may be high. I am sure a programmer will give you a quote, and you guys will agree on a price before you hire him/her.

I agree with ssmorgan. When you're looking for someone to hire especially in programming and script, it's no cheap task. So be prepared to get a hefty quote. Also, If I were to hire someone to do that for me, I would want to meet them personally. Communication is so important in this type of work. Also, there is an old saying, "Garbage in, Garbage out", or "You get what you pay for". If you find someone with really cheap prices, check their work and references.

Hey Allen,
Kevin hit it right on the head. The types of applications you've compared (Youtube and Myspace) require a LOT of coding. It is a very time consuming process and not only are you paying for the time, you are paying for the knowledge your designer possesses. Just trying to give you a realistic head-up before trying to find someone, be prepared for a large pricetag.
On the other hand, if you give us a more specific idea of what you are trying to do, depending on your timeline, you could probably put together most of it yourself and only hire out the very specialized work.

Social Networking & Community Website
Hi,
Yes, you could hire a programmer or web development company to develop it all from scratch or...
1. Pre-Developed Social Networking Software: PHPFOX.com, BuddyZone.com, Handshakes.com, or hire a company like WebBizIdeas.com to customize these software application to meet your needs.

I aggree with wKeychains on this one, for a programmer to setup a site like you are looking for would be an expensive project to get involved with. You can find some script out there that are already setup and ready to go that will pretty much get you there, minus some template changes and so forth.
I think I have a couple scripts around that setup sites like these, if you do not find what you need in the last post, let me know and I'll dig em up for ya.
