I'm not sure. It depends on what you want done. Can you give us details of what you are asking them to do? I've never paid for a full site design so I'm not really sure what a good price would be.

if you have some web hosting experience then you can do that by your self
try oscommerce. it is free open source e-commerce solution.
so you can install that to your website
and you can try PHPBB ,vBulletin or thousands of other forums to your site.
i think its a easy task
plus rentacoder idea is also good idea if you do now want to do anything by yourself.
I would use an authoring tool like Dreamweaver 8 and design the site myself
I used to be a frontpage fan, but I prefer dreamweaver now. It has a built in validate markup feature in and some other great tools. All my sites is 100% W3C compliant now after using this.
If I should recommend software to make a website... then this is the way to go.
I rather want to get my hands dirty and do the coding myself.
In the long run it will save you lots of $s and give you more flexibility if you do it yourself.
I suggest that you read some basic HTML tutorials on the Net or get a book. Then try going to http://www.2createawebsite.com/ and getting a free html template. Download the template and just edit the graphics and html code yourself to create a quick site. I believe 2createawebsite.com offers free templates. Your cost will be your time spent to learn basic html. In the future you can add / edit pages as you'll be able to do it all yourself. Otherwise you'll be stuck needing web-design services to change your pages or make more pages.
