godaddy.com and namecheap.com are two of the cheapest out there.

I would recommend registering your domain with one registrar and hosting the site with another hosting company.

This is because most hosting companies charge more for domain registration. For example: hostgator charges $15 (it is usually $10 at namecheap, etc).
