I would recommend that you spend a little bit of time reading through some of the resources available at Lisa's website:
http://www.2createawebsite.com and it will definitely help you to get started. In fact, Lisa has some helpful reviews/information if you have a Powweb account.
After that, you can tell us a little more on what you would like to accomplish with your new website, and we can help.
But just to give you an idea, after you have a topic selected for your website, you would have to build the site. For that, you will need to learn html or use an html editor software.
2createawebsite.com states that Powweb comes with it's web editor program, so you can play with that to see if you like it.
Alternatively, you can start learning html. I recommend w3schools.com
There are free html editors (e.g. Nvu) others you would have to pay for (e.g. Dreamweaver or CoffeeCup).
To reiterate, I would suggest you spend some time at 2createawebsite.com and it will definitely help you decide which approach to take to build your website.
