The thing is that my friend is looking for cpanel website hosting services and I decided to help him in his search.
I have just found pacifichost.com and their pricing impressed me a lot.

Is this company good for cpanel website hosting?

It really depends on what your looking for. Do you know how much Disk Space/Bandwidth your friend requires?

Also what is your friends budget?

If you search it ,you'll find many hosting providers offer cpanel web site hosting.Just as sequencehosting has said you'd better clearly know what's the requirement of quality in the hosting your friends need.
