I was able to get Wordpress installed on my Windows server, but I cannot seem to be able to change to any themes.

I know that all I have to do is upload the theme to the wp-content/themes folder, but when I upload the theme and try to select the new theme, it doesn't work.

I'm certainly not an expert, but I have been running WordPress on IIS for a while. In particular, I have no issues changing themes.

So I may be able to help, though first I'd recommend checking it's all configured properly according to the documentation here, here, here and here.

Also you appear to be running Joomla on your site right now, so I can't see the error...
