Here's the thing with ebay. Make sure you read the auction thouroughly. I usually don't purchase items from someone with 0 but at the same time, people have to start somewhere, and there are good ebayers out there that are just getting started. Another thing about the price, most newbies on ebay don't know much about how to sell things, so there are some cases where a newbie would put something up for sale and "under-sell" an item simply because he/she don't know the ebay game. Most experienced ebayers as myself usually look for these type of auctions to take advantage of the "under-priced" item and then resell it at the right price, but that's another story. Another thing to consider as ssmorgan said, make sure that it's absolutely new. The seller could have resealed it after using it meaning the product key would be used on his/her machine. And if that is the case, there could be a chance that the seller didn't roll back the product key when uninstalling the program.
Basically, this is going to be a judgement call on you. I would ask the seller a series of questions about the item to see how long it takes for them to respond and to see if he/she are willing to respond. If they respond quickly and willing to answer every question, then they could be a trusted ebayer.
