after doing all the reading and have a good concept of creating a website, you can check out some open source content management program like Joomla, e107 for creating your fansite.

As foong suggested you can go for the CMS option, or mess around with some HTML/CSS based templates and go to know your way around by customizing someone esles.

I do not use dreamweaver. I just use good old fashioned HTML-kit. Or NOTEPAD...both are free.
