I would rate 3.5 stars for it.

I like the Dashboard.gif layout much better than your current page layout. The sign in/login gif is pretty good looking and I wouldn't change that to much. And like lab0rat said, Your colors should be brighter since this will be a social network for families.
All in all your site looks pretty good.

So far, so good, but needs a few tweaks.

1. I like the purple horiz. line, but not the black header. Think I would use a darker blue, perhaps Navy with the white text. YOu have pleanty of room in the header to add a graphic or add a sub-title. Perhaps put the shadowy figures in your home page in, in the header.
