Nice site, I noticed that YouTube videos can be uploaded to this site, interesting. It does remind me a lot of YouTube though.

From what I can tell, this is not asking for a site review at all, but just another stop for this person to blurb about their website on a well trafficed location.
I don't want to make any judgements, however, the evidence from the short promotional message with no real questions about a site review suggests it's a spam. Plus the site just seems kind of copied, like he (or whoever the site's creators are) figured out a way to copy YouTube.com and just changed a few things around. Just my 2 cents and honest opinion.
