Hi, I want to invest in site build it, but it asked me a question being what country do you reside, the prob being is that I live in France and speak both English and French but I would obviously prefer my natural language being English, so what do I answer, English or French. In other words I am asking if they give me all the info in one of these languages in the country I reside in? Hope you get my drift.

Just put France. You can still do your site in English.
