Try to make backlinks from relevant forums and blogs.
The best way to get good backlinks is to provide the best content of your niche. When people can't get the same information anywhere else, they will want to link to you.
Blog commenting, guest blogging, forum posting, rss, article submission, directory submission...are the best way to get more back links. If you are submitting these on high PR websites get quality back links.
I am of the opinion that great content may solve a lot of problems re backlinks. I am working on a niche right now and I am pretty sure that with some good articles I can compete. I have asked a few people for opinions based on their experience.. and these people are from sites that have nice ranking and great traffic.. they all say content. And from what I have seen on their sites, they have hundreds of good content pages. I am a little skeptical about article submissions and buying backlinks. I have this feeling that Google and other engines are going to soon have an algorithm that will detect these things easily and penalize them. Just an opinion.

To locate relevant backlinks I have been using Market Samurai. The SEO competition module helps to find which are the top sites for a keyword and then helps you to find out where they have their backlinks. That has helped me quite a bit. I subscribed to whatever blogs I could find for the high ranking backlinks and joined the related forums. I got a little pick and selected PR 5, 6, 7, could not find 8 so far.
I have a couple forums that are PR 5 and those are really interesting to me so I can post there a couple times a day.
You can also search on Google for forums related to your theme and check out the PR.
That is what I have discovered so far and after a couple weeks of posting and commenting I am seeing quite a few clicks coming from those posts. I am unable so far, to detect a lot about page rank for my site as Google takes a while to do its thing with new backlinks, plus a lot of my pages were not well done on day one so I am getting awful results. That being said, I am seeing a lot more search traffic on a couple pages than last month.
You can search ezinearticles for your niche and subscribe to some authors that write about it. That will give you good backlinks if you comment.
I am not sure as to how many backlinks are needed per page.
