Every Meta tag should be unique for each page. Make them highly relevant to what content is being displayed on the page.
Your page title is one of the most important aspects for ranking, use keywords that you are targeting but again make sure its relevant to the page content.
Take this forum as an example. Your question or title of the post appears on the page but also on the title of the browser ^ look up top ^ but also look at the url of this thread, see the connection?
So now, when this page is in the search engine results your question is going to appear. Google can now determine what the page is actually about because of the keywords in the title, the keywords in the url and also the keywords on the page. The title and content is more important.
Meta description & keywords have no ranking factors within Google, they are only used in the snippet description that appears on their results - its a good way to attract a visitors eye to your result. Google will determine to use the description or not with the snippet, if they dont they use a piece of content from your page.
If you do use descriptions and keywords have them unique for each page.

Its common for web designers not to think about Search Engines during their initial design, its not really in their interests to know about Search technology. Although more and more are starting to notice the importance.
If anything I would say to your designer to focus 100% on user and browser accessibility, search engines like Google will find it easier to crawl your site.

Make sure to have an HTML sitemap not only for user accessibility
but also for the search engines. Bots usually only crawl 2 clicks from the root of your domain, if you have pages buried deep they can have problems finding them. The sitemap helps bring those buried pages closer to the root.
If building links look for sites relevant to yours to link to you. There is no need to get lots and lots of links, just ones relevant to your site will be sufficient.
