It depends on...
a) The niche
b) Competition
c) Sites ability to create 'buzz'
d) Existing search engine perception
e) dozens of other metrics

Okay, to be more specific, I am talking about my website: www.detroitmichiganmagician.com
It is a website intended for competing in a local area. The website is not generated to sell any products. It deals with the world's second oldest profession. The radius for the serviced is focused to be no more than 75 miles. It is located where the economy was great several years ago, but now is the worse in USA. The website is less than a month old. We want it to show more in the two searches "Detroit magician" and "magician in Detroit."

These days SEO is about relevant, quality inbound links. The more you have, the better you'll do. Yes, meta tags, keyword selection, content, etc. are how you start... but if you really want your traffic to explode it always goes back to becoming popular and getting those inbound links.

All the factors you mentioned are important. Each of them plays a role in SEO, particularly in ranking. SEO should always be a combination of good content and backlinks. Without the other, your SEO campaign will never be successful.

As i think the most important SEO strategy is Keyword research because all work in SEO depend on keywords so if any wrong thing happen in keyword research all work which we done is lapsed.
These are the also factor in SEO strategy:

4. Alt Tag, Image coding
5. CSS validation
6. Content Placement
7. W3C validation
8. Broken Link Check
9. OFF Page optimization

Since we all know that content is the king, so I guess the great thing about article writing is that once you write an article it is possible to get hundreds of links to your site within a few weeks, which means possible hundreds of new visits.

I would go for links and contents.. The other factors are so relevant to this too so basically all of them works hand-in-hand..

Some of the list are part of on page optimization...anyway proper link building methods are the best and effective seo techniques.

keywords selection is important but along with it all strategies mentioned above has thr importance so we cant ignore them.
