what is the public groups? and do we get to join one?

With this bulletin board/forum you can setup groups that have certain permissions/functions that other members do not have. There are none setup here so that's why there's nothing to join.

so is it possible to make groups that dont have cetain rights like admins or moderators do and make them helpers or something? so if someone needs help they can go to a group called *Random* html coders and get help for personal coding?
