Well, first of all it's multiple people spamming and many have different IP's. It's a bit risky to start banning IP addresses because occasionally users share them and that could end up affecting more than just the spammers.

Oh man, I can't believe how these people can SPAM so much. The bad thing is, they know that they could be hurting someones feelings or something. They also know how they are putting you (and other people) in a risky situation. I hope there is something to help you get these people off.

Programmers develop scripts and use bots to automatically register and post spam. They aren't physically coming here, logging in and posting like the rest of us. They register to multiple forums with their scripts and post bulk spam across many forums at once.
Now I have a new anti spam script that forces you to answer a question rather than enter the 6-character code (bots can read that CAPTCHA code) but they're still getting through.
