I forgot to mention some things that I would also want on my website. I wanted a moderated chat, and a program that would allow people (members) to submit articles onto an article page or something. I hope I am making sense

You can do it with PHP and MYSQL or ASP and SQL

I would suggest you to rather buy a ready made script or a free opensource one
