Copy the meta tag given to you on the Webmaster Tools page and paste it into the file "header.php" (which will be under Appearance > Editor in your dashboard (assuming you have WordPress). Put it right before the closing </head> tag. It actually can be anywhere between <head> and </head> but I like to put things right before the closing tag to be consistent. Update File at the bottom of header.php and go back to GWT to click on Verify.

If you're talking about WordPress.com as opposed to WordPress.org, I can't say for sure it works the same, but I would think so.

In your WordPress dashboard, find Appearance in the left column and click Editor underneath it. Then on the far right, there is a list of files. Click on header.php. If you can't find the </head> tag, do a Ctrl + F and type in </head> and it will highlight it for you. Then paste the code right before the <. Click on Update File and then go back to GWT to verify.
