The cost of running your site depends on a lot of factors.

I would allow in (round figures) $10 per year for your domain name and $10 per month for hosting and bandwidth.

The hosting costs will go up as you need more bandwidth but you should be able to monetize your site to compensate for this.

If you need someone to design your site the cost starts at about $200 and could go to several thousand depending on your requirements. There are many places to download free (or reasonably priced ) templates.

If you need specialised software on your site and need a progamer to write it expect to pay around $20-$50 per hour. Most ideas have already been thought and you can get free open source code for almost every application you could think of.

Regards

Bob

Dont set your budget on what other people tell you, you could have a friend that does designs for cheap. or you might meet someone that does really nice designs/coding for a fraction of what it would normally cost.

I scout for the "best bang for my buck", I have friends that will help me by doing things cheap.

Anyway hope this helps.
