Aweber is really good and has a top reputation. They offer lots of good guidance and help. I doubt if any are better. I, and lots of others use them with total satisfaction.

You may get cheaper.

You could try Infinite Responder it's free(GPL). Although you have to set it up on your own server and the interface is far from ideal however it might be suitable for some.
