Talking ??? - Creating a Login Form
I don't know what it is called, but I was wondering how I could make sign up and login page (like on this site) for my website. Is there some sort of specific program?

I forgot to mention some things that I would also want on my website. I wanted a moderated chat, and a program that would allow people (members) to submit articles onto an article page or something. I hope I am making sense

You can do it with PHP and MYSQL or ASP and SQL

I would suggest you to rather buy a ready made script or a free opensource one

You can buy a ready made chat script and article script.
There are many free scripts available

Alternatively you can get a all in one facebook / myspace (social networking) type of script

So it is possible to get a all in one (memberships, forums, chats, article submission, etc.) social networking program for my website?

Yes it is possible to get all in one site script.

There are also lots of open source free scripts available online.
