I read an article about how to harden my "free open-source content management system (CMS)", who shall remain unnamed so I won't be spamming, after installation.
One thing it said to do to prevent hacking is to add another user, give them admin rights, then delete the first user. So, I added the second user with admin rights. Now, I can't get rid of either user and I lost my super-admin rights on the first user! Both users now have only admin. rights.
I thought I had done an awful lot of research on how to start a site, blogging programs, SEO, plug-ins, programs, themes, different scripts to fix problems or install features, security, etc. But I was not prepared for what am doing, apparently.
I chose and installed what was said to be a USER-FRIENDLY theme at an extremely popular CMS. My site is down also, but that's another story for another time and place. Please have mercy on me! I have read and looked everywhere.
I did research, posted at the forum for the free CMS, got kicked off, researched, posted, got kicked off. I researched HOW to research and HOW to post, did some more searching, and posted again. I have looked in the codex, the forums, and Google.
I read somewhere in the forums that the users must have different emails for one to be deleted - well, they do have different emails entirely. That didn't help.
I found several posts loosely related, but no help.
Then, according to this related post,
I should be able to fix it in my meta files. I googled meta and that's not helping me find where it could be. The more I look, the more confused I get. There is no specific place for meta? I even started trying to get tutorials at YouTube.
I surfed around in my directory and found 3 php files on users. The only thing I discovered is that I now only have 5 rights for users, with admin being the highest. There is no mention of super admin or meta at all in these 3 files. Is meta controlling these php files? This is as far as I have gotten.
I really am at my wit's end, because this is a simple mistake I have made and I cannot believe that someone could design a "user-friendly" program to let you take away your rights from yourself, without at least some kind of warning. I thought I would keep my super-admin, even though I gave them to the other user also. As I said, neither is super-admin now and neither can be deleted. This needs to be de-bugged or a warning needs to be installed. And I need help.
I am a user, not a programmer. But I am really trying and very motivated. Also, I am a social advocate, not a capitalist or a spammer. The problem is probably simple to fix for someone who knows, I just know it has to be simple. I really have spent hours on this. If you could please help, I would be eternally grateful.

Oh man this has to be frustrating. What CMS are you using? Users are stored in your database. Do you by any chance have a backup of your database? That way you could restore the user account you deleted. Who is your host? Try contacting them and see if they can help you with a restore. That's really the only way to get that user back. That is awfully strange they allowed you to delete the super admin. I know WordPress doesn't allow that. You would think that would be a native protection feature.
Sorry to disappoint - it is WordPress - new theme called Iconic One. I've been to the host looking, as I think I said, but only found PHP files. I don't know how to find the meta file for this, and I cant seem to keep from getting kicked off over at the forums, even though I read the rules. There's no backup, far as I know. It's very early in the game, so maybe this is a lesson learned the hard way about backing up. It may be a lesson in not trying to build your own site. I just cant afford to hire someone and havent found a volunteer. Maybe that's really what I should do - find someone who is FOR student loan reform to help me. The more I try to start up, the harder it gets and the more problems I have!
But I really do appreciate the advice. I will talk to my host - they have good support - a little slow, but good. I just dont' think its on their end, unless they backed me up automatically or something.
