Some good questions have been raised here and in another related response I have read elsewhere. Let me add a couple thoughts to my response.
First, I am not specifically condemning this idea altogether even though I do not think I would recommend it. In my judgment it is different than advertising directly or anything like that because it appears to be an attempt to "game the system" as the expression goes, that is to trick google into thinking a site is better than it is.
Direct ads are clearly that and google as well as individual readers can take that for what it is worth. I often click on ads. They may be just what I am looking for. In fact, I sometimes see some of the ads as representing a more professional site than those in the search depending on the type of search.
If you get a legitimate signature link in a forum or the like, it is usually associated with a contribution of some kind that is probably, or at least possibly, showing value in your site as well as the post. If you get someone to link to your site on theirs in a straight forward way, suggesting a recommendation, they should first determine that you have something good to offer.
In fact, in this instance, if those sites that are going to accept pay for posting the link do in fact check out the site and post it in such a way that it is seen as at least potentially a paid recommendation, it certainly would not be questionable.
There is a difference between legitimate links and less than legitimate ones. If you look on this site you see legitimate signature links and others. For example, Techie Guy offers real help about computer issues, his links draw attention to his site where he does the same, and if you subscribe to his site as I have you can receive some helpful tips on a regular basis. Entire legit. On the other hand you see some posters contribute nothing but try to get signatures, sometimes in a devious manner without the required number of posts at all.
Sometimes it is a close call, but I think it is better to stay of the high road as much as possible.
