Reciprocal link is a mutual agreement between 2 webmasters to give a link within their own site/page to each other's site. Link me, I'll link you. That's how reciprocal link exchange works.

Keep in mind if you are chasing PR and you can get a recip that has higher PR than the one you are giving and the sites are related it does have some value.

Now with that said, I never do recips

Stay away from reciprocal links. The idea that a two way link is better than a one way link as mentioned above is completely false. Two way links are discounted by all the major search engines for trying to influence results. Stick to solid one way link building for success.

I think it is mentioned in google tips too that reciprocal links have a negative influence for search engine rankings.

A reciprocal link is worthless to search engines because they are not one way backlinks. They used to be worth something a few years ago, but now they are not worth anything because the search engines consider them unnatural links.
