I was thinking and there are some many different websites here...

My site has different sections to put the links like music sports hobbies, ect..?

is it against the rules...?

You can post your site link in your sig and ask if there is anyone who wants to partner with you. A lot of people ask others to PM if interested.

No you don't need 30 more posts in order to have a signature. You can goto user cp link and in there you should not be able to see the edit signature link on left side. It should be active for you now

You need a disclosed amount of posts to post a forum signature I think it's somewhere between 20-40? Not to sure. But promoting your site through a signature is a great way.
