i am bit of disagree what innovative said.
1. lots of ppl saying same rephrase things about reciprocal link is not that good and search engine not giving priority on that.
it's simply because ppl are exchanging links with site not relevant to their niche. Google never said exchanging link is bad. what google saying is that don't exchange links with sites not relevant to your site's niche. i have seen couple of sites which got good SERP only because they exchanged links with relevant sites.
2. Outbound links don't decrease site's value unless you pointing to site with no connection with your site's content. google now-a-days rewarding site's whose links out to the related sites. it also helps visitors to find related information thus build credibility.
