Actually, it depends on how big your website is.
But for most websites the rule is to structure information in pyramid scheme. (there is no MLM involved here

)
It means most important information are on top of your page, that means index, or home. Less important pages are on second level and so on, so on. At the bottom there are very specific pages.
If you need to link all pages together - do it in a site map. This will help your visitors find their way around and google to index all of your pages.
I would pay more attention that proper navigation is placed on every page, and that from each page users can access home page, and other main areas of your website. Also make sure no page is a dead end - it has to have links. Thats the nature of internet - people move on through pages.
