windows movie maker........though I checked out the trial version of Ulead Video Studio II and I was quite impressed with it.Along with other features it has the added advantage of allowing you to import from a CD/DVD
All the best

What type of videos are you wanting to create and for what purpose?
If you are wanting to create online tutorials, Camtasia is the industry standard. (TIP: if this is what you are referring to, by all means go the extra step and use a mic for adding voice over audio. Camtasia tutorials without audio are annoying and worthless!)
For creating real videos of a moving action subject, that is another story all together but, as a media producer is what I do. Check my sig for my sites with samples and I can explain further.
ATI Graphics Card which records in .avi
DVD Shrink to create IFO files from DVD and to edit length of clip.
AVS Video Converter to convert .avi, IFO to whatever (MPEG, WMV, 3gp, MP4, SWF, etc)
Windows Movie Maker
Adobe Primier but I find this program locks up my pc so I hardly ever use it. I have others but these are the one's I use the most.
I'd love to have Camtasia and one day I hope I will
