I'm assuming you mean an animated GIF. This is an image created from a number of images that are all embedded within one file, and are displayed in sequential order, with a set delay between each 'frame' to determine the speed.
So to flash something on and off, one frame would contain your image and the next would be blank. When both of those frames are displayed in order (and repeated over and over) it gives the appearance of your image blinking on and off.
Or you could have a series of images of a logo, all slightly different so that when displayed in order, it gives the appearance of a spinning logo.
I use a number of applications to do this sort of thing, but there are some freebies that will do it for you. Is it the Eco Baby Buzz thing you want to work on? And what do you want to do to it?
I ask because some apps have a learning curve so if you only want to do something very simple, there's no point having you get something you'll have to spend a lot of time with to work out how to do what you want to do.
Edit:
Or you could just try a search for 'create animated gif' - you'll find a ton of info, and also some websites where you can create basic ani-gifs by uploading a few image files.

You can also try some flash, it's more advanced... but an awesome skill to possess.

Well, that shows how long it's been since I used those little apps to created animated banners and such - one of the ones I used to use I can't even find and the other is no longer free.
Did you manage to find the info you need via a search? There is a lot of info out there but if you're struggling, point me to the pics you want to use, or tell me what you want the thing to say, etc., and I'll knock one up for you - I have plenty of software to make this easy.
I agree that being able to do this kind of thing in Flash is ideal for a more professional look, but that won't be great for use on forums, etc., so I'm thinking more along the lines of a 468 x 60 animated banner type thing.
If you're stuck and just want someone to put one together for you, give me a shout...

Animation is good, but I would avoid making it blink. It has been proven that it distracts and annoys most viewers.

I've been really busy over the past few days so I haven't been anywhere near a computer, but I did start making you something you can use. Nothing majorly elaborate, and it definitely won't blink, but I'll need a couple of days to finish it off as I have a few emails to catch up on. I'll get back to you...
