you do not need to download anything to use HTML or CSS or JavaScript. As long as you avoid the "server-side" scripting section, you shouldn't have to download anything.
To create HTML files.. you can simply use Notepad... and save your files as "filename.html"

HTML, Java, PHP, CGI and some other letters that probably mean nothing to you right now, are just different internet/web programming languages. Its O.K. they will all make sense after you are on the forum for while, I promise.
HTML (Hyper Text Markup Language) is by far the most commonly used and the easiest to learn.
TCP/IP stands for Transmission Control Protocol / Internet Protocol
-not a programming language but a basic protocol in which computer networks and the internet transmit data to and from each other, and thats a whole other ball of wax.
If you are just wanting to build a simple site, there are many programs out there that will let you create a site using a WYSIWYG (What You See Is What You Get) interface, which means, its looks like Microsoft word and then you can save the file, it will generate the code for you.
I do not discount the usefulness of programs like this for beginners because it will allow you to create something, then you can look at the code, change the code and see what it has done to the web page.
There are many free ones out there just search google for "free WYSIWYG web editor" or a similar search and you will find many you can get for free.
Hope this helps,
Nick

Don't panic. You don't need all that, just some.

All of this information is OK, but you really should consider learning a little from w3schools.com (possibly the most reliable) or one of the other sites that are up to date in their tutors.
Don't be concerned about all the different things you find there. You will pick up on what you need (no one uses it all) as you go along. However, even if you do follow the previous advice you can run into problems as you look at the codes, even from Dreamweaver and especially from Frontpage and others (these are programs that make code for you).
There are only two tutors you should study at w3schools until you get in pretty far--in fact some very good sites are created with nothing else. They are html and css. Html sets up the page. It designates what you type as paragraphs or headlines, etc. Css does the styling. It designates the color of your type, the size of things, whether to use pictures or text for a link, etc.
Even if you use another program to write your page for you, and you don't have to because with html and css you can do it in notepad or some free text editor like NoteTab, you really need to go through those two tutors so you will know what you are looking at and so you will know how it really supposed to be done when the other programs use poor code. Also so you can fix simple stuff that goes wrong like two things that are too close together or whatever.
Relax and enjoy. It is really fun if you look at it more like a puzzle or game than a problem.

Does one have to have HTML or can I have a website, edit it somewhat and type or copy/paste or even add photos to the area I want, and also add designs?

OSX is the name of the mac operating system. whereas windows is the name of the microsoft operating system.. Since you haven't heard of OSX, im guessing you use windows.. and that means to simply ignore anything it says about OSX.. so all you need to do is open 'Notepad'
