hmm, that's a good and tough-to-answer question.
I think the strategy depends on the stage of website and method of promotion.
If we're referring to organic traffic, I think focusing on driving driving at the beginning stages of the website is more important, because obviously you cannot convert if you are not getting any traffic. Once traffic builds up and you're able to monitor the behavior of your visitors, then you can tweak the wording/organization/focus of your website pages to decrease bounce rate and hopefully increase conversions.
Once the website is established, I would think it would be important to focus on both.
If we are referring to PPC, I would focus on both simultaneously. While I expect to spend a little bit of money to optimize a campaign, it is critical to bid on keywords that bring you traffic, but they convert at a reasonable rate.
What do you think?

And how can traffic help you earn if it doesn't convert?

You have to have traffic FIRST before you can work on conversion!
Personally I work on traffic first, when it is a decent amount (at least a few hundred visitors per day) then start working on conversion. But you never stop traffic building, because if you are converting your traffic well, more visitors are like a little pay rise!

For me, I try to do both. I attempt to design my blog so that it converts, and continuously try different things.
I write my posts so they are informative and helpful, and hopefully, do well in search engines. I find my site benefits the most from tutorials or posts that solve problems for my visitors.

Conversion rate is much more important than traffic. If you get two hundred thousand visitors a month that don't care about what you're selling, then you're not going to get any sales. However, if you get 1000 visitors that want what you're selling, then you're making good money.

Conversion is about turning visitor in to users. If you want to improve yours try requesting a site review on here.

I work on building "targeted" traffic through social networking these days. This is the kind of traffic that generates more conversion rate.

i think you need to work both traffic and conversions. So how traffic can be covert into sales. Promoting your website is non-sense without using a correct keyword for your site. So use a popular keywords for your site to get traffic for your site.
