Twitter "#" topics

I just started using twitter a couple days ago and finally got the concept of RT and @twitterusername and junk. But what exactly are the # topics? From what im seeing its like a type of message board where people just post a 140 characters or less post. But im not sure..

Anyone have an explanation on "#" topics on twitter?
