They are reserved for universities so I think you have to go through a special registration process to prove you are a school/university.

I have a small suggestion though: Please do not use all caps. Hope you won't take this otherwise.

.edu is meant for American Universities and educational institutions. However, I know certain educational institutions that are outside the US and still have websites with .edu extension.

However, if you want to get backlinks from .edu domains, try to approach students who have blogs on university websites.
