Wordpress is a content management system for blogs. It is the most popular platform used for blogging.

There are two versions: free and self-hosted. The free version is hosted at wordpress.com, and you are limited as to what you can do, such as no ads.

The self-hosted version can be installed by most hosts that support PHP, and can also be downloaded from wordpress.org. Most well-known blogs use the self-hosted version as it allows you complete control over every aspect of your blog. It costs nothing to download/install wordpress on a host. You just pay for the host and a domain name.

You can use Wordpress for standard websites, however, you should look into Joomla if you plan on making a website instead of a blog.

For newbies, they might thought that wordpress is a blog platform. But, wordpress is more than a blog platform: its a cms.

Content Management System. It is basically an application/tool that manages the content for you web site. You create your web site's template, and then the CMS will use that template to display your content.
