The Blogger platform doesn't have anything near what Wordpress has in terms of plugins. You may have to do some searching to find what you are looking for, but you may be able to find an external site that can provide what you need.

As for setting the formatting, do you mean changing the look and feel of your blog?

Default External sites with tools and Adjusting the format

Thank you for the post, do you recommend wordpress over blogger for a newbie. Adjusting the formating, for example when i write in word and it goes to blogger it appears that text is a bit choppy

Also, as far as format I really wanted to know, is it easiest to write your own html within bloggers, or is there something better to adjust the look and feel of the page.

I find blogger easy to use for a newbie...but I don't know much about Wordpress.

As for formatting, when I post I usally use the HTML editor in Blogger and code the post in HTML, with the paragraph and header tags. This allows me the best control over how my page looks.

If you want to copy your text from a document, I suggest you paste your text into Notepad to convert it to plain text and then into Blogger.
