A couple of suggestions
You might want to ask members on this site to evaluate your site and recommend improvements that would help.
I would try to run google analytics to see what happens when people come to your site to get a hint of what needs changing.
There are several things I notice at first glance that may be losing attention from your visitors so they leave too soon. You have two moving elements at the top which distract attention from each other. One might be OK but not both. Your type is too small for a lot of people to read and the line spacing is too wide to look professional.
The whole first page is like one paragraph; it isn't but there are no headers, images, lists or anything to help break it up. The word "America" which is a key word in the banner statement is over a confusing background that makes it almost impossible to read if you don't know what it is already. Making these changes would make the site more user friendly in my opinion.
But more important are these two things. There is no clear title or header on the page other than About Us. That is because of the large font size and position of the "About Us." It becomes the first thing people read, which of course is not what you want. After that people have to look around to see whose page they are on.
And second, the first page is written in fact like an about page; that should not be what people see first. On your first page you need to write from the perspective of the viewer. It doesn't matter how reliable you are if you aren't there to answer their questions. They need to know first whether you have something that they want before they want to know about you in particular.
For example, and this is just a quick construct that needs developing. What if the page had a large header that read: Full Scholarships for Petroleum Engineering Students in American Universities. Then began with a paragraph listing key questions: Are you a prospective petroleum engineering student? Would you like to study in America? .....then, say "We can help you reach your dream. Here is what we can do to help." Then list the ways you can help and point to second tier pages that deal with each one.
Just a few of my thoughts. I am not an internet guru but I have learned enough about marketing to be reasonably successful in business generally. I do know that if people don't immediately see what they are looking for, not what you want to tell them or sell them, they will disappear in a matter of seconds.
