I think in the next few weeks all accounts will be upgraded to include Referrals 2.0.

However, I am not yet clear about certain points. If these ads are CPA based, then we can make mention of these ads in the web page and even say things like "click here to buy", etc. Or even make write a copy letter about the product. However, Google has not yet updated their TOS. Seems I have to write to them and get things clarified.
