To use google adsense, first you need to sign up for adsence program and give your website details. Google will verify your application and give you your id with add codes. then you can place these codes in your blog. adsense.google.com

Yes, develop your site with unique and attractive contents and then apply for adsense. Their team will review your site and accordingly approve it. make sure your site is 6 months old to apply for adsense.

If you were approved then you should be fine and follow Google's AdSense policies.
