I typically would lean toward having a website and use the blog for quick ideas, thoughts, and trouble-shooting, but then again, this is just my preference.

To me, the biggest advantages of a blog over a website, is that it's much easier and quicker to post content on a blog, visitors can subscribe to the RSS feed, and they can comment on your posts. However, you have more control over the layout and organization of a website over a blog.

With the insurance information idea you have, do you think your site will be interactive? If so, a blog would be ideal, but if you provide education/information, and help them choose the right insurance for them, a website may be better in that case.

Figuring out the primary theme/goal of your website could help you decide which format (blog or website) would better fit your target audience(s)... would their needs be addressed more through a website or a blog (i know this may seem silly/obvious to ask, but i think it's a valid way to look at what would better suit the needs of your audience).
