Personally, I wouldn't pay for a layout. First of all if you do it yourself you know how it works and you can customize it further with ease later on when you need. Secondly you don't need to pay. And I also just like to learn how to do stuff and how different things work. Actually same things in mind. So I can later on create custom stuff, and I don't need to pay anyone to do it for me.

But you are not me, so it might not apply to you and you would rather like everything done fast and simple not struggle at first and be independent later on.
If I find anything too time consuming or hard to learn I always look for alternative ways rather than hiring someone to do stuff for me (Or buy things). Alternatives usually are Open-Source people. And people who are nice enough to give their work away free, like templates.
So that is exactly what I would suggest you to do. Simple search like "Free Dreamweaver Layouts" will probably give you tons of sites with all kinds of templates. For free.

The template you have chosen is also rather simple. So you shouldn't have much trouble finding same type of layout for free. Only made by someone else.

I would also like to point out that in many cases Open-Source is even better than commercial products. As they are community driven, made by people like you who know exactly what you want.
