You are probably better off finding someone to do it for you. There might be already script like this freely available, but I'm not sure. And most likely the already made script would need some customizations too, so if you're not too familiar with PHP and mySQL then you're probably better of finding someone to do it for you. (I don't use word hire for a reason. As I know there are a lot of people who are ready to help with such a simple task for PHP-mySQL Guru for free)
Or if you are familiar with some coding language before, even very little then you can probably learn what you need to do to make it work in 2-3 days. But this could lead to security risks etc. as it (basically) would be your first script

Not sure what you mean here? Is the server running on Microsoft Windows, or you are referring to Microsoft Web Designer? Either way the PHP-mySQL should work. If it is Windows or Linux shouldn't matter.
Or if you mean the MWD then you can't do it all Microsoft Web Designer. You can most likely do the PHP part there, but you need to set up mySQL database as well.
