I haven't heard about Google giving anyone second chances unless you can somehow prove you didn't click on your ads, etc. Their relationship with their advertisers is crucial so they are pretty stern when it comes to not letting people back in.

Have you tried AdBrite? I used them to sell advertising on my site (although I am getting ready to switch to someone else because there were a few things I didn't like about their ad management system) BUT I also made a few bucks from their network ads when I had some advertiser spots open. The program works pretty similar to AdSense.

Just to clarify and make sure there's no confusion, PPC is pay per click advertising so that would be AdWords, Yahoo Search, not AdSense, AdBrite, etc.
