I'm not sure of the specific programming involved but I would imagine it would be quite complex. Think about all the scripting and automation that would be involved for the bidding and ranking sites, customer profiles and accounts, etc. Yikes I get a headache thinking about it! LOL

But even before that you would need the traffic to the site first. No one is going to sign up for a PPC site if the site doesn't get a large amount of search traffic. To me that would be the hardest part... generating the traffic and user demand. You could always pay a programmer to setup the site but the traffic would be the biggest challenge in my opinion.
