Even though you cannot stop your home page from going live, there is something you can do about your Tier 2 pages. As you build them, choose NOT to include them in your nav bar, and do not include any links to those pages within your site. This will eliminate visitors from having a way to get to them. The pages will be live on the web, but the only way to find them would be to type in the entire URL, and your visitors will have no idea what that is. Once your're ready for the pages to be seen, just go back to each of them and select "yes" to add a link to your nav bar.
