Unfortunately you either have to save it locally on your PC or publish it live. There is no "holding area". That's not a dumb question at all by the way.
Best way to "lay it out" is to do so in your own local editing program.
I wouldn't worry about not having your 10 pages done yet. If no one knows your domain name then the chances of someone finding your site are going to be slim to none. I agree you should wait until you have a decent amount of content before you officially begin promoting your site but it's OK to hit the "Build It!" button and get it out there.
