Theres lots of techniques like that where you can find out duplicate content and find your thief, I do think its a great idea to contact this other blogger you now have another member on your copyright team to get something done about this guy, what you can do is find out what blog software he uses and contact them.

On a personal note try not to get to wound up about it im sure he would be happy to watch you throw your computer screen on the floor don't let it get to you, casually do what you can get the people you need to contact and get something done about it I really can feel for you!
