Godaddy or Hostgator, ive only had personal experience with Godaddy so il breifly explain, if you get Economy hosting for 3.99 with a linux based server you have access to 10 MySQL databases and PHP 4 - 5 which is great for CMS, Forum an anything that requires php scripts being run.

CMS have built in login systems such as PHPNUKE.com and E107.org or you can do it manually through PHP and databases to store user information however you might need to learn some basic PHP and make a privacy policy etc but its very possible and a lot of buisness use it.

Or you go a little bit more advanced by using CGI-BIN which is a feature that allows more access to login scripts, user privacy, forms and lots more on your hosting.

As for using Dreamweaver and other editors you can do this with lots of hosts if they give you FTP access you can upload everything, so that is a definate must to have FTP support, read the services before you buy!
