Unless someone is exceptionally clever, usually successful blogs are owned by people who already have successful websites. To help boost the blog's PR they link their existing site to their blog.
It is very rare that a person builds a successful blog from the ground up without a site to help promote it.
When I think of the blogs I read, all of them are owned by people who have heavily trafficked sites and they use it to promote their blog - which is the right way to do it in my opinion.
