I just had an idea. You can decide if it's worth considering.

A site where local chefs are featured. You could visit local culinary schools and get students who are near graduation and would like the exposure. You could feature their best dishes and then offer up some sort of contest where the chef would give personal lessons (in the home, at the school, over the net through a web cam...etc). People would have to pay a fee of some sort to participate in the contest. Or maybe not a contest, but access to an online podcast featuring the chef giving step by step directions and answering questions. You make some money, the chef gets some exposure, and your visitors get a chance at having a pro show them how to prepare a good dish. Now, I don't know if you can convince chefs to do it without pay...but maybe a newbie chef would see it as a plus.
