Photoshop CS3, i think they have drastically improved the whole web system lots more integrated tools, but i would not recommend for anything but images, backgrounds, gradients etc

Save for web simply chops up your page into images regardless pf being able to edit text, so if you are one of those people who makes a site and then leaves it, this is for you! otherwise a big no no.
